Cities in Quebec are strongly represented in the top 10, with seven of them on the list

Tenants know that finding a nice apartment at the right price and in the ideal location requires equal parts compromise and luck.

Fortunately, some cities in Canada offer more choices, provided you speak French comfortably.

Real estate company Point2 recently analyzed Canada's 100 most populous cities across 24 criteria to compile a list of the best places to rent. The analysis found that St. John's, NL, tops the list for renters, although seven Quebec cities made the top 10. Canada's only bilingual province, New Brunswick, also has two cities high on the list – Fredericton and Saint John.

The seven Quebec cities in the top 10 are Sherbrooke, Quebec City, Trois-Rivieres, Saguenay, Granby, Saint-Hyacinthe and Levis.

In terms of housing and economic indicators, Quebec cities occupied 18 of the top 19 places, while Brossard, the only other Quebec city analyzed in the report, ranked 21st.

Five cities in Quebec made it into the top 10 in the quality of life category.

“Quebec appears to be fighting for a monopoly when it comes to the welfare of its tenants,” the report says.

“(The seven cities) are creating an environment where renters don't just have to get by until their dream of owning a home becomes a reality, but that they actually thrive throughout their renting years.”

However, rents in Quebec may soon rise slightly again, as the province passed a law earlier this year restricting lease transfers, which tenants had used to keep rents low.

Landlords can now refuse these transfers for any reason.

Meanwhile, St. John's, the overall winner, came second in the community category, which is “critical to fostering connections, support and wellbeing.”

“St. John's, NL has managed to find the right balance,” the report said.
