75-story rental tower planned on Isabella Street in Church-Wellesley

A new rental tower is being planned in Toronto’s Church-Wellesley neighborhood, where plans have been filed to replace an existing apartment building at 55 Isabella Street with a 75-story mixed-use building. Designed by Wallman Architects for Cromwell Property Management, the plan is among the tallest planned buildings in the area and is within walking distance of the Wellesley and Bloor-Yonge train stations.

The site is located on the south side of Isabella Street between Yonge Street and Church Street in the Church-Wellesley neighborhood, an area characterized by a mix of residential, commercial, institutional and open space uses, ranging from older residences to recently completed and planned high-rises. The property is currently occupied by a 12-story, 83-unit mid-century rental apartment building and includes underground parking and ground floor office space.

Developments has submitted a zoning bylaw amendment application to the City of Toronto on behalf of the developer. The proposal calls for a 75-story mixed-use tower rising on a six-story podium and reaching a height of 250.5 m. The building would have a gross floor area of ​​55,161 m², including 53,388 m² of residential space, 1,064 m² of office space and 92 m² of ground floor retail space on the 2,123 m² site, which corresponds to an area index of 26 times the property coverage.

The development would create 843 purpose-built rental units, replacing the existing 83 rental apartments at the site. The proposed unit mix consists of 34 studios, 631 one-bedroom units, 136 two-bedroom units and 42 three-bedroom units, as well as additional suites intended to allow for future conversion to larger family floor plans.

The residents would have 2,529 m² of living space available, divided into 1,517 m² indoors and 1,012 m² outdoors. Eight elevators would serve the building’s 843 residential units, resulting in an elevator ratio of approximately one elevator per 105 suites, meaning adequate response times with fast motors and all elevators operating.

The proposal would provide a setback of 19.6 m to the residence at 59 Isabella Street to the east and a setback of 18.06 m to the building at 33 Isabella Street to the west. Both values ​​are below the minimum setback of 25 m required by the city’s tall building guidelines. In terms of slope, the project would combine the site’s existing three driveways into a single access point along the west side of the property. There are no parking spaces provided. Instead, transportation facilities would include three pick-up and drop-off locations and 475 bicycle parking spaces, including 380 long-term and 85 short-term, with public bicycle parking available at ground level.

Wellesley station on Yonge Line 1 is approximately 450 m from the site, while the interchange point for lines 1 and 2 at Bloor-Yonge station is approximately 500 m away. Intercity transportation options provide connections within the city center and beyond. The location is also well connected to Toronto’s bicycle network, with nearby bicycle infrastructure at Yonge Street, Bloor Street, Sherbourne Street and Wellesley Street connecting the area to destinations throughout downtown and the city.

The proposal joins a growing concentration of tall building proposals that are transforming the area. To the east, planning applications have been submitted for 88 Isabella Street with 62 storeys, 90 Isabella Street with 69 storeys and 81-83 Isabella Street with 70 storeys. To the north of the site, the 47-story The Charles at Church is currently under construction, with other proposals including 56-story 625 Church Street and 69-story 48 Isabella Street. Towards Yonge Street, applications include 15 Charles Street East with 66 floors, 619 Yonge Street with 70 floors, 646 Yonge Street with 75 floors and 645 Yonge Street with 76 floors.
