In July 2025, eight development requests received the approval of the Council in North and East Toronto and paved the way for over 4,600 new residential and long-term care units. The projects range from a subdivision of two-story houses to a 38-story tower to mixed quarters. Several permits have received affordable housing obligations.
Here is a closer look at what has been approved:
North -Toronto
Hangar distribution
The council zoning changes designed by Perkins Eastman, the first phase of the 520 hectare YZD DownsView red renovation through Northcrest developments. The approved plan comprises 2,957 residential units – around 10% of them affordable – as well as new parks, institutional uses and around 270,000 m² employment and commercial space. The advantages of the community community include a 930 m² agency area and a 1,001 m² childcare facility, both of which are secured in accordance with Section 37 (6) of the planning law.

240–242 Finch Avenue West
The city council adopted changes to the zone riser for 240–242 Finch Avenue West, a 4-story rental building developed by the CMV Group Architects, which was designed for the developments of Vermilion. The building would increase by 13 m and contain 41 rental units, from a first plan for 29 units. The site is located on the north side of Finch Avenue West in Willowdale.

221–237 Finch Avenue West
The Council passed the official plan and the zoning of changes to the articles of association for 221–237 Finch Avenue West, where a 12-story mixed use of ownership and a live/work development is proposed. The Willowdale project designed by Mar Architect Inc. for Regency Property would rise to 41 m with 503 residential units and 600 m² without living space in the class. Approval includes provisions for potential commitment outside the park, the advantages of the community in accordance with section 37 paragraph 6 and a provision that is bound with outstanding maintenance and transport reports.
221–237 Finch Avenue West, designed by Mar Architect Inc for Regency Property
20 Wallasey Avenue
The approval was granted for a new division in the 20 Wallasey Avenue in North York in Humberlea-Park Park in North York. The plan, which was designed by HB Design for Life Construction, comprises 18 two-story ownership-sovable Sowohl as well as half-detailed-on a 7,416 m² property east of the Weston Road.

47 Stadacona Drive
The reconciliation was approved for 47 Stadacona Drive, a 12-story mixed use building, southwest of the intersection of Bathurst Street and Wilson Avenue. The revised proposal designed by Arcadis for Richelieu and Stadacona Development increases by 47.45 m with 190 rental units, including 13 replacement units, from 10 floors and 170 units. The Council also approved an application for a rental apartment.

M2M owner apartments (Block 3)
The city council approved a revision of a previously approval proposal for M2M owner apartments (Block 3), the northernmost phase of the Newtonbrook Plaza renovation in the Yonge Street and the Cummer Avenue. The change replaces a previously required office component with general commercial use. The 38-story 127.2 m tower was designed by Wallman Architects for Aoyuan International and comprises 496 condominium units with non-living space at ground level.

East Toronto
2720 Danforth Avenue
In the East End, Council 2720 Danforth Avenue, a rent development designed by Batay Csorba architects for Collecdev brand developments with mixed and 8-story mixed use. The proposal comprises 64 rental units, 6 of which are affordable, on the north side of Danforth on partly between Main Street and the Dawes Road.

4610 Finch Avenue Ost
The planning permit was secured for a new long -term care in the 4610 Finch Avenue East in the northeastern corner of Finch and Brimley in Scarboroughs Brimley Forest Quarter. The 13-story 58.5 m high building was designed by Montgomery Sisam Architects for Createto and delivers 378 long-term care units. The Council approved the change in the zone division in order to allow institutional use at the location of 6,642 m².
