City Council, May 2026: Approval for high-rise buildings, rental apartments and large residential complexes

In May 2026, thirteen development applications and planning decisions were accepted or advanced by Toronto City Council, ranging from small townhouse infills and institutional conversions to a “super-tall” and large waterfront master-planned community. Including the updated planning framework for Ookwemin Minising in the Port Lands, which we covered in detail on May 22, the decisions cover approximately 18,500 housing units across the city, while the remaining individual development applications total 6,145 units. The approvals include 3,487 affordable rental apartments, or 487 without Ookwemin Minising, as well as several large purpose-built rental apartments in Etobicoke, Scarborough and Midtown. All numbers are listed below.

Downtown

23 Toronto St
A zoning bylaw change received council approval for 23 Toronto Street, a mixed-use tower planned for the southeast corner of Toronto Street and Adelaide Street East in the Financial District. Planned by SvN for Goband Investment, the 91-storey (299.04 m²) project would comprise 840 residential units as well as 4,086 m² of office space and 3,563 m² of retail space, while incorporating heritage buildings with restoration work by ERA Architects. The permit also calls for a review of the development’s exclusion from parking permits for residential permits.

Midtown

1233 Yonge St
Official plan and zoning bylaw amendments have been approved for 1233 Yonge Street, a mixed-use condominium and rental replacement project planned for the southeast corner of Yonge Street and Woodlawn Avenue East in Summerhill. Designed by Arcadis for Calmco Inc., the 48-story (163.78 m²) building would house 730 condominiums, including 40 rental replacement units, on 332 m² of commercial space. The permit directs the owner to seek off-site parkland designation or provide compensation.

390 Spadina Rd
A zoning ordinance change has been approved for 390 Spadina Road, moving forward a mid-rise mixed-use condominium proposal at the northwest corner of Spadina Road and Montclair Avenue in Forest Hill South. Designed by Giannone Petricone Associates for Equinox Properties, the 14-story (54.2 m²) building would offer 54 condominiums in 585 m² of retail space. The council also requested a tenant support plan for five existing rental units and led further work through Site Plan Control on transportation matters, common areas and building details, development mitigation, retail entrances and a neighborhood liaison committee.

North York

179-181 Finch East
Approval was granted for changes to the official plan and zoning ordinance for 179-181 Finch East, advancing a proposal for a mid-rise rental property on the south side of Finch Avenue East in Newtonbrook. Designed by Z Square Group for Gracestar Developments, the 7-story (23.5 sq m) building would contain 40 rental units, all with two or more bedrooms. By approving the site plan, Council called for further review of the pickup/drop-off location as well as improved landscape buffering along the southern property line.

Scarborough

1710 Ellesmere
The council approved official plan and zoning by-law amendments for 1710 Ellesmere, a multi-tower redevelopment planned for the northeast corner of Ellesmere Road and Grangeway Avenue in Scarborough city center. Designed by Kirkor Architects and Planners for Tridel and Community Living Toronto, the five-tower plan would range from 29 to 55 stories and include 2,328 units, including 2,042 condominiums and 281 affordable rental units. The approval also advances a draft subdivision plan that ensures the dedication of at least 1,613 square feet of on-site parking space, with staff directed to explore a possible in-kind community benefit package that could include public art.

3000 Kennedy Rd
A draft subdivision plan for 3000 Kennedy Road has moved forward after zoning approval was granted back in 2024 for a townhouse renovation on the west side of Kennedy Road in L’Amoreaux. Designed by TAES Architects Inc. for Kingspound Development, the plan includes nine three-story (13.15 m²) condominium townhouse blocks and 171 units. Approval of the subdivision is subject to final conditions and resolution of outstanding technical issues.

3130 Danforth Ave
Council amended and passed the zoning ordinance amendment for 3130 Danforth Avenue, clearing the way for a purpose-built rental tower on the north side of Danforth Avenue in Oakridge. Designed by Arcadis for Crombie REIT and Northam Realty Advisors, the 33-story (117 m²) building would contain 445 rental units on 806 m² of retail space. The approval calls for the owner to seek suitable off-site parkland designation or provide consideration, while also directing staff to explore a possible in-kind community benefit package that could include affordable housing.

3313 Ellesmere Rd
Council rejected Scarborough Community Council’s denial recommendation for 3313 Ellesmere Road and instead adopted official plan and zoning ordinance changes for a rental project on the south side of Ellesmere Road in Highland Creek. The approval followed a council amendment that replaced the council’s position with staff-recommended changes to the official plan and zoning ordinance. Designed by MAR Architect Inc. for Regency Property, the 11-story (41.15 m²) building would offer 180 rental units, all with two or more bedrooms, as well as 146 m² of retail space.

East York

954 Broadview
Council adopted amended official plan and zoning bylaw amendments for 954 Broadview, the proposed redevelopment of Estonian House on the west side of Broadview Avenue in Broadview North. Designed by Graziani + Corazza Architects for Diamond Kilmer Developments with heritage work by ERA Architects, the 26-story (90.05 m²) mixed-use building would include 309 residential units, including 301 condominiums and eight affordable rental units, over 100 m² of retail space. The approval secures an additional $200,000 Section 37 contribution, initiates a review of park permit eligibility, and adds requirements for construction management, connectivity and wetland water balance in later review phases.

Etobicoke

3838 Bloor West Shelter
Official plan and zoning bylaw amendments have been approved for 3838 Bloor West Shelter, allowing the conversion and expansion of a former nursing home on the north side of Bloor Street West in Etobicoke. Designed by ERA Architects for the City of Toronto, the four-story (13.9 m²) institutional project would provide 60-bed urban accommodation in a 1,781 m² area. Council approved the amended item using a revised zoning bylaw appendix after a separate request to change the zoning wording was rejected.

750 Queens Plate Drive
The zoning bylaw amendment for 750 Queens Plate Drive was approved by consensus and calls for the construction of a residential tower on the west side of Queens Plate Drive in Rexdale. Designed by Icon Architects for Royale Grand Woodbine Developments, the 17-story (54.8 m²) building would include 148 condominiums with 103 vehicle parking spaces and 125 bicycle parking spaces. Before the bills are introduced, the owner must submit a functional maintenance report and address any required municipal infrastructure improvements.

750 Queens Plate Drive, designed by Icon Architects for Royale Grand Woodbine Developments

970 Kipling Ave
Building permits have been issued for 970 Kipling Avenue, the Toronto Builds Block 5 rental project at Dundas Street West and Kipling Avenue in the Six Points area. Designed by Hariri Pontarini Architects for Kilmer Group via CreateTO, the 43 and 28 storey buildings would provide 840 purpose-built rental units, including 198 affordable rental units, across 1,061 sqm of retail space. Council passed the Zoning Bylaw Amendment, which updates the site-specific framework for the Bloor-Kipling Block.
