City Council, November 2025, Building Permits: New Rentals, Parklands Across Toronto

Thirteen development applications in Etobicoke, North York, Midtown, Downtown and Scarborough were approved last week by Toronto City Council at its November 2025 meeting, seeking zoning approvals for projects ranging from detached townhouses to 84-story towers. The approvals cover over 2,600 purpose-built rental apartments, of which just under seven are secured as affordable units. Council decisions also include dedicating park space, infrastructure improvements and community benefits in several neighborhoods.

The council approved a change to the official plan and building code approvals already in place for the west tower. The 73-story East Tower is a two-tower project by Great Gulf, Dream Unlimited and Westdale Properties and is already under construction. However, plans for the 84-story, super-tall west tower are changing before the building hits the market. The 308-meter-tall proposal, designed by Gehry Partners with Adamson Associates Architects as Architect of Record, was previously approved with eight stories of office space on the podium levels, but the new OPA and ZBA submission called for converting that replacement office space into an additional 234 residential units. The new approval secures a modified Section 37 agreement, including a $250,000 contribution for local streetscape improvements.

1138 Islington Ave
Approval has been granted for 1138 Islington, a 6-story (22.35 m²) residential building planned five blocks south of Bloor Street in the Norseman Heights neighborhood of Etobicoke. Designed by Project Studio Architects for NILRAK Construction, the purpose-built rental building would comprise 37 residential units. The Council's decision secures agreements for all necessary community infrastructure improvements as well as a requirement to increase tree planting on site through Site Plan Control.

Revel Condominiums
The City Council approved the official plan and zoning bylaw amendments for Revel Condos, a 12-story (450 square feet) mixed-use building planned for the northwest corner of Lake Shore Boulevard West and Twenty Ninth Street in the Long Branch area of ​​Etobicoke. Designed by SRN Architects for Eden Oak, the scheme includes 79 condominiums and ground floor retail.

5280 Dundas Street West
Zoning changes have been approved for 5280 Dundas Street West, a 42-story (143.25 m) mixed-use condominium tower planned for the Six Points area of ​​Etobicoke, across from Kipling Station. Designed by Jahan Mehr Architects for Marlin Spring, the building would include 462 condominiums above ground-floor retail space. The resolution provides for regulations on compensation payments for reduced long- and short-term bicycle parking spaces.

Hyatt House Airport
Approval was granted for the Hyatt House Airport, a 14-story (45.34 m) hotel planned on the west side of Carlingview Drive south of Dixon Road, just east of Pearson Airport in Etobicoke. Designed by Mataj Architects for Manga Hotels, the project would include 182 hotel suites with 242 parking spaces and 25 bicycle parking spaces.

Casa Emery Village (Phases 3 and 4)
Council adopted the official plan and zoning bylaw amendments for Casa Emery Village (Phases 3 and 4), a multi-building project with five additional towers ranging from 25 to 48 stories at the southeast corner of Finch Avenue West and Weston Road in the Emery Village area of ​​North York. (Five buildings are already built on the site: two mid-rises and three high-rises.) Designed by Arcadis for Medallion Corporation, the new tower in the mixed-use community would provide an additional 2,118 dedicated rental units as well as retail stores. The approval secures the dedication of 2,109 square meters of on-site parkland and requires community infrastructure agreements, including funding for a new traffic signal at Weston Road and Zappacosta Drive.

2425 Bayview Ave
Council approved the official plan and zoning bylaw amendments for 2425 Bayview Avenue, a 6-story (27 m²) condominium building planned on the edge of the Bridle Path neighborhood in North York. The scheme was designed by Kirshenblatt Urban Architecture for Times Group Corporation and includes 56 condominiums. The approval secures 7,000 square feet of on-site parking and directs staff to explore enhanced vehicle access point controls.

850 York Mills
Approval has been granted for 850 York Mills, a 9-story (47 sq m) self-storage commercial building proposed on the north side of the street between Lesmill Road and Leslie Street. Designed by TACT Architecture with Cumulus Architects for Dymon Storage, the project would include 53,413 sqm of office, retail and commercial space.

41-47 Hendon Ave
Council approved the official plan and zoning bylaw amendments for 41-47 Hendon Avenue, a 38-story (126.67 m) mixed-use rental tower planned for the Newtonbrook West area of ​​North York. Designed by Arcadis for Capital Developments and Kilmer Group, it will comprise 399 purpose-built rental residential units above ground floor retail space. The approval requires a tenant support plan for the existing rental units and directs staff to explore in-kind community benefits and an off-site parkland dedication, as well as a POPS (Privately-Owned Public-Accessible Space) of approximately 70 m².

5789 Steeles Avenue East
Council approved zoning changes for 5789 Steeles Avenue East, a two-building industrial project planned for the southwest corner of Steeles Avenue East and State Crown Boulevard in the Milliken area of ​​Scarborough. Designed by Baldassarra Architects for Carttera Private Equities, the project would create 46,294 square meters of industrial space in two single-story buildings.

55 Eglinton East
Official plan and zoning bylaw amendments have been approved for 55 Eglinton East, a 55-story (180.65 m) mixed-use tower planned between Holly Street and Dunfield Avenue in Midtown. Designed by KIRKOR Architects for State Building Group, the proposal includes 684 units (including 677 condominiums and seven affordable rental apartments) as well as ground floor retail. The approval secures 1,165 m² of non-residential or affordable housing in lieu of office replacement, requires a minimum of six contiguous affordable units, and allows parkland obligations to be satisfied through an external dedication or a cash payment.

861 Avenue Rd
Council approved zoning changes for 861 Avenue Road, two proposed four-story townhouse blocks in Midtown's Oriole Park neighborhood. Designed by Richard Wengle Architect for Kensington Equities, the project would include nine condominiums. The approval secures land transport along Avenue Road to achieve 27m of right-of-way and a 6m curve at the northwest corner of the site.
