50-story condo tower proposed at Jarvis and Richmond

A 50-story mixed-use residential tower is set to replace an existing gas station on a compact site at the northeast corner of Jarvis and Richmond streets in downtown Toronto. The building, designed by Arcadis for Suncor Energy Inc., would rise on the northwestern border of the King Parliament District. The site is also close to the Ontario Line 3 Moss Park station under construction, placing it in the Primary Major Transit Station Area (PMTSA).

The property at 115 Jarvis Street is an irregular lot currently developed with a Petro-Canada gas station, a single-story outbuilding and associated parking. The surrounding context includes low-rise commercial buildings as well as a growing number of mid- and high-rise residential and mixed-use projects.

Colliers Strategy & Consulting has submitted a zoning bylaw amendment application to the City of Toronto on behalf of the property owner. The proposal calls for a 50-story, mixed-use building with a height of 164.5 m and a one- to three-story podium. Public realm improvements are proposed along both fronts, including new paving, street trees and landscaped areas.

The residential tower would accommodate 596 condominiums on a gross floor area of ​​approximately 37,301 m², which corresponds to an area index of 18.1 times the coverage of the 2,062 m² site. The unit mix would include 47 studio units, 246 one-bedroom units, 141 two-bedroom units and 62 three-bedroom units. 37,196 m² are for residential use, of which 105 m² is ground-floor retail.

The plan is to have 1,397 m² of indoor and 668 m² of outdoor space, concentrated on levels two and three. The residential tower would be served by five elevators, which equates to about one elevator for every 119 residential units. This ratio indicates that high speed motors would be required for adequate response times.

A total of 142 vehicle parking spaces are provided in a four-story underground car park accessible from Jarvis Street, including 132 residential and 10 visitor spaces, as well as two ground-level pick-up and drop-off spaces. Bicycle parking would include 538 long-term and 60 short-term spaces on the ground floor and mezzanine.

Ontario Line 3's Moss Park station is under construction approximately 500 m northeast, while Yonge Line 1's Queen station is approximately 650 m west, a roughly 10-minute walk. There will also be an interchange station with Line 3. Surface transportation options include the 501 Queen streetcar, the 504 King and 508 Lake Shore streetcars, and several TTC bus routes that operate along Queen and Sherbourne streets.

Bicycle access includes dedicated bike lanes along Richmond Street East, eastbound lanes on Adelaide Street East and north-south routes along Sherbourne Street, with longer distance connections available via the Martin Goodman Trail to the south.

The proposal connects a deteriorating area east of the financial core. To the east of that project, the 40-story Celeste Condominiums has completed completion, while closer to Moss Park Station, the 33-story ROQ City remains under construction and a 37-story tower is planned at 225 Queen Street East. To the west of the site, the 34-story Queen Central and the 48-story Alias ​​are under construction. There are other large projects nearby, including a 40-story tower at 133 Queen Street East, a 59-story project at 119-127 Church Street, a 65-story tower at 110 Adelaide Street East and a 72-story project at 100 Lombard Street.
