Five towers of up to 48 storeys planned near Scarborough Center train station
An application submitted to the City of Toronto seeks approval for a five-tower, 48-story development at 85 Corporate Drive in the Scarborough Center area. Designed by WZMH Architects for Northcrest Developments, the project would be located within a planned protected major rail station area surrounding the under-construction Scarborough Center station on the Scarborough Subway Extension of the Danforth Line 2.

The 2.37-hectare site is located on the southeast corner of Corporate Drive and Consilium Place in the Scarborough Center Secondary Plan area. It is generally trapezoidal in shape and is currently occupied by an inactive parking lot that formerly served neighboring office buildings to the southwest. The eastern portion of the land borders the East Highland Creek corridor; its edge slope extends slightly into the property. Surrounding uses include a mix of residential, commercial and high-rise institutional uses.

Plans to redevelop the site go back almost two decades. In 2007, the previous owner submitted applications for four condo towers, initially 36 to 40 stories (later changed to 45 stories). After purchasing the property in 2012, the current owner initiated steps to address flood remediation needs. Bousfields has now submitted revised official plan amendment, rezoning and draft subdivision plan applications to the City of Toronto on behalf of the developer.
The proposal would redevelop the site into five mixed-use towers arranged around new public streets and open spaces. Four towers ranging in height from 42 to 48 stories would rise on four-story podiums, alongside a 12-story mid-rise that frames a new public park. The heights would range from 46.9 m for the middle tower to 161.15 m for the tallest tower. 2,424 condominiums are proposed on a gross floor area (GFA) of 160,204 m², with an area index of 7.5 times the property coverage. The gross floor area would include 158,567 m² of living space and approximately 1,637 m² of non-residential use, consisting of retail and a 401 m² daycare center. The unit mix would consist of 1,572 one-bedroom units, 598 two-bedroom units and 254 three-bedroom units.

The site would be completed in two phases and separated by a new north-south public road that would connect Corporate Drive with a future east-west connection. Phase 1 would introduce the three western towers and construct the primary street network, including a partial dedication to complete the 20m right-of-way of a new Public Street B and a 9m wide pedestrian zone provided as POPS (Privately-Owned Publicly-Accessible Space). Phase 2 would advance the eastern tower and center building, along with a 1,855 m² public park at the southeast corner and a 2,362 m² handover to the Toronto and Region Conservation Authority along East Highland Creek, with additional POPS areas totaling approximately 1,409 m².

The living space would be distributed across the podium roofs and tower levels and would total 6,129 m² indoors and 3,669 m² outdoors. Vertical circulation is planned with five elevators in each tower and three in the 12-story mid-rise, resulting in approximate ratios ranging from one elevator per 92 units in the mid-rise to approximately one elevator per 111 units in the attached high-rise towers in Phase 1.

Below the site, parking would be housed in a two-part garage system, with five underground levels under Phase 1 and four levels under Phase 2, providing a combined 1,631 vehicle spaces. The offer would include 1,070 residential areas, 242 visitor areas and 319 areas for retail, daycare centers and surrounding commercial areas. A total of 1,819 bicycle parking spaces are planned, of which 1,648 are permanent and 171 short-term parking spaces.

The southwest corner of the property is approximately 250 m from the Scarborough Center station of the Danforth Line 2 Scarborough subway extension, with the main entrance at McCowan Road and Progress Avenue approximately 430 m away, or approximately a five-minute walk. The project will extend Danforth Line 2 northeast from Kennedy Station. TTC bus routes operate within a 1/2 mile radius of the site along Corporate Drive and Progress Avenue. The properties are also close to the proposed Durham-Scarborough Bus Rapid Transit corridor, which would connect communities east of Toronto to Scarborough Centre.

There are numerous development proposals in the area of ​​Corporate Drive and Progress Avenue. In the southeast, a community at 705 Progress Avenue has been proposed under CreateTO, along with a separate proposal at 710 Progress Avenue for 41- and 46-story towers. A three-story Consilium Place Arena was proposed southwest of the site, while seven towers ranging from 18 to 54 stories would be built at 670 Progress Avenue. Further south, 675 Progress Avenue envisions six towers ranging from 8 to 49 stories. To the west, the long-term regeneration of Scarborough town center is planned, with plans for 32 buildings and heights of up to 65 storeys.
