Carttera proposes 19-story rental at Ossington and Dupont

A revised development proposal has been submitted for 888 Dupont Street, on the northeast corner of Ossington Avenue in Toronto’s Christie Pits neighborhood. The property has now been acquired by Carttera Private Equities. Designed by Graziani + Corazza Architects, the new application calls for a 19-story purpose-built rental building, the latest move for a property that has seen several plans emerge recently. It would be the tallest project planned or under construction in the immediate area.

The property is currently empty. The surrounding context is characterized by a mix of low-rise commercial buildings along Dupont Street and residential streets extending north and south, while immediately to the east the 9-story The Dupont is nearing completion of construction. The site borders directly on the CPKC railway to the north.

An initial application from TAS in 2019 called for changes to the official plan and zoning regulations to approve a 13-story mixed-use building designed by Suulin Architects that includes 99 residential and work units and a significant non-residential portion.

Following on-site consultations and revisions, in July 2022 the City Council approved applications to amend the Official Plan and Zoning Bylaw for a 14-story, 155-unit mixed-use rental building. A later minor modification approved in June 2024 increased the height to 17 stories and expanded the gross floor area (GFA) while retaining 20 affordable units.

After the property changed hands in 2025, Carttera pursued another redesign. This proposal envisages a 19-storey building with a height of 62 m, equipped with a four-storey podium and 17,509 m² of full residential gross floor area, resulting in an area index of 7.26 when covering the 2,410 m² site. This compares to the 17,918 m² GFA approved under the Minor Variance process, which included non-residential components, and the previous mixed-use plan of 16,708 m², first submitted in 2019. The latest version removes all commercial space at the southern end of the site and all employment space at the northern end, which borders the railway line.

The number of residential units has increased accordingly, with the proposal now accommodating 251 rental suites, up from 246 units from the Minor Variance and significantly more than the 155 units approved in 2022 and the 99 live-work units proposed in 2019. The current mix includes 163 one-bedroom units, 62 two-bedroom units and 26 three-bedroom units, as well as 20 affordable rental apartments carried over from previous approvals.

A total of 388 m² of indoor and 542 m² of outdoor space is planned, located on the ground floor and on the fourth and eighteenth floors. Three elevators would serve the building, which equates to approximately one elevator for every 84 units, suggesting good response times. A 290 m² POPS (Privately Owned Publicly-Accessible Space) is planned at the southern end of the site, complementing a public park on the southeast corner.

Vehicle parking would be on a single underground level and limited spaces, providing a total of 52 parking spaces, including 48 residential spaces and two visitor spaces. This is a significant reduction from the 94-space underground car park proposed in 2019. A total of 251 bicycle parking spaces would be available, including 226 long-term parking spaces and 25 short-term parking spaces, which represents a significant increase over the 146 bicycle parking spaces provided for in the original mixed-use plan.

The location is a short walk from surface transportation routes that run along both Dupont Avenue and Ossington Avenue. The bus service along Dupont provides east-west service, while the north-south service on Ossington quickly connects to Bloor Line 2. Ossington train station is approximately 900m south or a 12-minute walk.

Development activity along this section of Dupont remains relatively modest. Immediately to the east, the 9-story The Dupont is currently under construction, while 258-264 and 287 Christie Street are planned to be 8 and 10 stories, respectively. To the west, activity is intensifying with the emerging Galleria on the Park community with seven buildings ranging from 18 to 48 stories.
