Concert Advances Standalone Phase 1 Plan at Sunnybrook Plaza

A site plan application has been resubmitted for Phase 1 of the Sunnybrook Plaza redevelopment, proposing a standalone proposal for a 44-story mixed-use rental tower. Designed by Turner Fleischer Architects for Concert Properties, the new application separates the first building from the broader three-tower development previously submitted for the site in Toronto's Leaside neighborhood.

The building has grown by one floor compared to the previous 43-story version. It would rise opposite the future Leaside station on Eglinton Line 5, in the heart of the designated mainline station area.

The Phase 1 site at 660 Eglinton Avenue East is located on the northeast corner of Bayview Avenue. Following the demolition of Sunnybrook Plaza, one of Canada's first shopping malls, the properties are currently vacant, leaving a cleared site awaiting redevelopment. There are low-rise residential buildings as well as retail and commercial spaces surrounding the site.

Redevelopment plans go back more than a decade, with previous concepts evolving under previous owners as mid-sized buildings shaped by Ontario Land Tribunal settlements in 2016 and 2020. After Concert Properties acquired an ownership interest in the properties and later consolidated the site through the purchase of 278 Bessborough Drive, the scope was expanded to support greater development density associated with Eglinton Line 5. This culminated in a comprehensive rezoning application in December 2024.

At the master plan level, the redevelopment is designed as a three-building complex with 32, 37 and 44 floors that will create a total of 1,199 residential units (slightly reduced from 1,201) with a resubmission of the zoning bylaw amendment in August 2025. The framework combines purpose-built rental and condominiums with ground-level retail, new pedestrian connections and the expansion of parkland along Bessborough Drive.

The focus of this Phase 1 proposal is a 44-story mixed-use rental tower at the corner of Eglinton Avenue East and Bayview Avenue. At 450 feet tall, the tower would sit on a seven-story podium of retail space across from Eglinton. The resubmission increases the height of the tower by one floor, reducing the total height of 150.27 m by slightly reducing the height of each floor. The planned gross floor area is 33,463 m², with 32,977 m² intended for residential purposes and 487 m² for retail. The phase results in an area index of 12.88 times the coverage of this 2,598 m² portion of the site.

The building would include 465 dedicated rental units, an increase from the previously proposed 460 units. The building will be accessible via four elevators, which corresponds to approximately one elevator for every 116 residential units. To maintain reasonable wait times, high-speed motors would be required. The interior would total 769 m², while 347 m² of outdoor space would include a landscaped terrace on the eighth floor.

The parking spaces would be housed in a two-story underground car park that would provide a total of 92 vehicle spaces, including 65 for residents and 27 for visitors. Bicycle parking spaces include 419 for long-term residential use, 93 for short-term private visitors and 14 spaces reserved for retail users.

In addition to the upcoming LRT directly south of the site, the intersection will be served by TTC bus routes providing north-south and east-west surface transit service. Cyclists will benefit from shared streets nearby, while the Eglinton Connects initiative plans future separated bike paths along Eglinton Avenue.

To the south, construction of the nine-story Leaside Common is being completed, along with plans for a 35-story tower at 1779-1787 Bayview Avenue. To the north of the site, 25- and 29-story towers are planned at 1837 and 1840 Bayview Avenue and 33-story 2-20 Glazebrook Avenue. Westwards a range of proposals include 545 and 550 Eglinton East at 20 and 25 storeys respectively, and 40 and 46 storeys at 589 and 586 Eglinton East. Other high-rise plans in the northwest include 39 stories at 17 Glenavy Avenue and a 46-story proposal at 1802 Bayview Avenue.
