An official plan amendment submitted to the City of Toronto by 2827431 Ontario Inc. seeks to rezone 1928-1936 McCowan Road from general employment areas to mixed use areas. The application is located in the Agincourt area of ​​Scarborough, north of Sheppard McCowan Station on the Scarborough Subway Extension of Danforth Line 2, currently under construction. The application is solely a land use conversion.

The properties known locally as 1928 and 1936 McCowan Road occupy an irregular 10,000 square foot lot on the west side of McCowan Road, north of Nugget Avenue and approximately 1,000 feet north of Sheppard Avenue East. The property is currently being developed with two one-story commercial buildings separated by parking spaces. The site borders a CPKC rail corridor to the north and is flanked by retail and service uses to the south. There is a concrete factory immediately to the west.

Bousfields has submitted an official plan change application to the City of Toronto on behalf of the developer. The illustrative concept envisages two residential towers with 45 and 50 floors and a height of 152.25 m and 161.5 m respectively on a shared six-story podium. The concept shows that towers can be positioned on the site with a generous distance of 38 m. Approximately 932 m² of commercial space is planned along McCowan Road.

The concept envisages a gross floor area of ​​approximately 95,681 m², resulting in an area index of ten times the site coverage. Of this, 88,419 m² would be intended for residential purposes in 933 residential units, proposed here as functional rental apartments.

Residents would have access to around 3,900 m² of indoor and 1,946 m² of outdoor facilities. Parking is presented in a combination of one underground level and three above-ground levels in podium levels leading to the CPKC rail yard. The underground car park would have 194 spaces for residents. Above grade, 129 non-residential spaces are proposed. The total number of bicycle parking spaces is 729 spaces.

Due to the direct connection of the site to the northern railway corridor, the concept envisages a setback of 31 m. To the south, East Highland Creek is part of the TRCA-regulated ravine system; However, the necessary buffer will be provided on adjacent properties associated with the concrete plant, allowing the proposed access and development footprint to remain outside the conservation area.

The site is accessible via surface transportation, with TTC bus routes stopping just a short walk away. The Scarborough Subway Extension, currently under construction, which extends Line 2 north to a new terminus at Sheppard and McCowan, complete with a bus terminal and passenger pick-up and drop-off area, will significantly expand access to higher quality public transport. In parallel, Metrolinx is exploring a possible extension of the Sheppard Line 4, with some options terminating at or connecting through Sheppard and McCowan, creating a possible connection to Line 2. Cycling infrastructure in the immediate area is currently limited, although the City of Sheppard’s 2025-2027 Cycling Network program identifies Sheppard east of McCowan and McCowan north of Sheppard for study or design of new facilities.
Development activity is gradually increasing along this section of Sheppard Avenue East. To the east, 4800 Sheppard East is proposed with 18- and 35-story towers. Proposals to the west include 4415 Sheppard East and EC Manor, each with 11 floors, Dragon Center Condominiums with two 28-story towers, 1 Glen Watford with 35 floors and 4433 Sheppard Avenue East with 39 floors.
