First phase progress on Steeles multi-tower proposal in Brampton

Condor Properties has submitted a revised plan for 545 Steeles Avenue West in Brampton's Fletcher's Creek South neighborhood through pre-application consultation that retains the property's highest height of 35 stories while restructuring the building mass into a five-phase development. The updated vision designed by Arcadis refines a framework approved by a Ministerial Zoning Order (MZO).

The properties were redesignated under the MZO in 2024. This tool allows the province to enact development without the standard municipal review process, allowing projects deemed to be of provincial interest to move forward more quickly. Here the MZO establishes approvals for several mixed-use buildings and residential buildings, a new internal road and public open spaces.

The 1.93-acre property is located on the southwest corner of Steeles Avenue West and McLaughlin Road South. It currently houses a one-story commercial area and surface parking. The blocks to the north and west are lined with low-rise suburban homes, while Sheridan College's Davis Campus forms the east side of McLaughlin.

The developer initially applied for an MZO in 2023. Council later approved the application and the province issued the zoning order in 2024, allowing the project to proceed directly to Site Plan Approval (SPA). Previously, Bousfields submitted a pre-application consultation request to the City of Brampton on behalf of the developer.

The refined plan divides the block into five buildings, constructed in as many phases, maintaining the highest height of 35 floors while adjusting the placement and distribution of density across the site. The program would include towers ranging from 8 to 35 storeys, or 34m to 117m, with the high-rise elements framing Steeles Avenue West and the mid-rise units positioned on the southwest and south edges. This broadly reflects the height range of the 2023 concept, also 8 to 35 floors, but replaces the previous four-block design and increases the single 25-story tower to 30 floors.

Offerings now total 1,217 rental units across the site, down slightly from 1,227. The total gross floor area would be 93,163 m², compared to 97,131 m² previously, with 88,531 m² set aside for residential use and 4,632 m² for non-residential space, including retail. The resulting area index would be 4.91 times the area of ​​the site, slightly lower than the previous value of 5.01.

The leisure program was expanded as part of the new proposal and now includes a total of 6,987 m² of indoor and outdoor space in the five buildings (compared to 5,389 m²). Vertical circulation would be served by two to four elevators per tower, resulting in an approximate elevator-to-unit ratio of one car per 41 to 98 units, meaning reasonable wait times when all elevators are in operation. The plan still calls for a ground-level POPS (Privately-Owned Publicly-Accessible Space), while the public park is increased from 1,450 m² to 1,804 m².

A shared underground structure would extend over four levels and provide 1,549 vehicle spaces, including 1,217 residential and 332 visitor spaces, a slight reduction from the previous total of 1,560. According to the current plan, 752 long- and short-term parking spaces would be provided for bicycle parking. The phasing would follow a north-south order, starting with the 35-story tower and private road in Phase 1, allowing the rest of the block to be developed in a coordinated manner.

The location is served by several Brampton Transit routes. The Sheridan College Züm stop is approximately 300 m away, while MiWay's 57 Courtneypark and 61 Mavis lines provide connections to Mississauga. Further east, the future Hurontario Main-Line 10 LRT Gateway Terminal will anchor rapid transit service at Steeles and Main, approximately 1.4 km from the site.

Intensification is underway, particularly to the east along Steeles Avenue. Stella at SouthSide will be built as two towers with 21 and 40 floors. Large-scale proposals include Duo Condos Phase 2 at 25 and 29 storeys, the first phase of the Shoppers World Brampton redevelopment with three towers of 42 storeys, and 210 Steeles Avenue West with a five-tower plan ranging from six to 45 storeys. Additionally, 137 Steeles Avenue West plans four towers ranging from 45 to 50 storeys, while Steeles & Lancashire plans five buildings ranging from 12 to 60 storeys.
