Proposal near Dundas West Station with 33 stories
New plans have been submitted to the City of Toronto for the redevelopment of 1439 Bloor Street West, which will include a significant increase in the height of a mixed-use rental building on the southwest corner of Perth Avenue in the Junction Triangle area. Neudorfer Corporation’s updated application replaces a 14-story project with a 33-story tower and brings with it a new design team, moving from Barrett Architect Inc. to Gabriel Bodor Architect. The location is within the Dundas West Protected Major Transit Station Area (PMTSA) and is even closer to the Bloor GO Station and the Union Pearson Express.

Addressed at 1439 Bloor Street West and 80 and 82 Perth Avenue, the site is largely rectangular in shape extending west and adjacent to the Metrolinx rail corridor and the West Toronto Railpath. The site is currently vacant and includes a disused town lane, which the proposal seeks to incorporate into the developable area. Surrounding uses include low-rise commercial and residential buildings along Perth Avenue, as well as recently approved and planned mid-rise and high-rise developments nearby.

In 2010, a planning application was submitted for a 14-storey mixed-use building, but this proposal did not progress and was later closed. Changes since then have included major transit investments nearby, the introduction of PMTSAs where the province is targeting densification, and approvals in the surrounding intersection triangle have ranged from mid-rise buildings to towers of more than 40 stories. Now Sajecki Planning has submitted an application to the City of Toronto to amend the zoning ordinance on behalf of the developer.

The resubmitted proposal would result in a 33-story, mixed-use tower rising on a four-story podium and reaching a height of 300 feet (98.94 m). The current application would deliver 379 purpose-built rental units, which would be more than double the 169 units previously proposed. Vertical circulation would occur via four elevators, a ratio of approximately one elevator per 95 units, suggesting reasonable response times. The gross floor area (GFA) is 24,781 m². The residential area includes 23,796 square meters, up from 11,857 square meters in the previous plan, and is complemented by 985 square meters of retail and other commercial space overlooking Bloor Street West. The area index increases to 8.37 times the coverage of the 2,962 m² plot.

Included in this submission is the transfer of over 387 m² of land to support public infrastructure and streetscape improvements: Approximately 169 m² would be transferred to widen and realign Perth Avenue to straighten its intersection with Bloor Street, while 218 m² would be earmarked to create a new public connection to the West Toronto Railpath.
Parking would be provided on three underground levels and at ground level, with 129 vehicle spaces, including 112 resident spaces, 8 visitor spaces, 8 retail spaces and 1 car share space, a reduction from the previously proposed 159 spaces. Bicycle parking would include a total of 417 spaces, including 76 short-term spaces on the ground floor and 341 long-term spaces in the basement.

The site is approximately 50 m southeast of the Bloor GO station on the Kitchener Line, which is also served by the Union Pearson Express. It’s also less than 1,000 feet, or about a four-minute walk, from Bloor Line 2’s Dundas West station. Looking forward, the site is 550 m or an 8-minute walk west of the proposed Bloor-Lansdowne GO station on the Barrie line. Active transportation options include direct access to the West Toronto Railpath, the threatened Bloor Street West bike path, and other nearby routes on Lansdowne Avenue and College Street.

Surrounding development activity reflects the intensification currently underway in the Junction Triangle and western Bloor corridor. Plans to the east along Bloor Street West include The Sterling Automotive with 19 floors, 1425 Bloor West with 20 floors and further east 1319 Bloor West with 35 floors. To the south, 72 Perth Avenue would rise 19 storeys, while to the southeast the Sterling masterplan includes a number of taller proposals, including 221 Sterling Road with three towers ranging from 21 to 27 storeys, 150 Sterling Road with 28 storeys and 158 Sterling Road with 31 storeys. Westward, 1540 Bloor West is planned for 27 stories, 2280 Dundas West is planned for six buildings ranging from 8 to 40 stories, and 2400 Dundas West proposes three towers ranging from 37 to 42 stories.
