Today, the city of Toronto has introduced a number of measures that aim to reduce the design costs and to accelerate the permits for the building permit for new apartments. Toronto has added more than 850,000 units to his development pipeline since 2020, but many projects are still waiting for the approval of the building permit. The mayor Olivia Chow was looking for the queue to introduce three reforms: free plans for garden and laneway suites, a wider online approval submission and an extended trust in the seals of professional engineers.
The newly launched library with pre-approved building plans of the city is a significant shift in how a small infill housing can take shape. The plans were developed internally to meet the Ontario building code and cover a number of garden and laneway suite configurations and are open to the public free of charge. By standardizing designs, the city wants to remove a large part of the uncertainty and costs from the early phases of a project. While homeowners still have to submit site -specific approval applications and review evaluations in zoning reviews, the use of these prepared templates can significantly reduce the design time and professional fees.

In addition to plans approved in advance, the city is expanding its online building permit services in order to rationalize the submission and processing of applications. Homeowners and builders can now electronically submit proposals for a broader spectrum of residential projects, including new houses, multiplex conversions, secondary suites and accessories. The updated platform automates the document tests and the recording and enables municipal employees to start faster technical reviews. The detailed instructions of the city take the applicants through every step, from the recording of forms and fees to filling out submissions without personal visits.
From July 14th, the city will also expand its confidence in the professional engineer's Seal program, which has already shown measurable results during the pilot phase. According to this approach, licensed engineers can certify that their drawings correspond to the standards for the ontario building code, shift more responsibility to qualified specialists and reduce the need for lengthy municipal reviews. The program now extends to mechanical systems, improved fire protection and accessory structures such as garden and laneway suites. Early data indicates that the support on sealed drawings has shortened the schedule from the submission of the approval to the occupancy of almost a month.

In order to help residents and builders imagine how gently the density can fit into established districts, the city has published demonstration plans in which examples of multiplexes, laneway suites and garden suites are integrated into low-rise blocks. These visual models emphasize options that correspond to the Toronto zone inlet and support the introduction of “missing medium” forms of housing. Together with the extended program for certified plans and the Federal Housing Design catalog, the demonstration materials are intended to improve the predictability and illustrate how incremental growth can respect the neighborhood character and at the same time satisfy the living needs.
