The Toronto Council approves over 10,000 residential units in new and revised proposals

At its meeting in April 2025, the city council of Toronto approved a table of 18 development applications and a conceptual plan this week that drives plans for 10,261 new residential units throughout the city. This follows a first quarter in which 12,125 units were approved in all planning currents. The projects extend from multi-tower developments to compact affordable apartments.

Here is a closer look at what has been approved:

Downtown Core & Central Waterfront

Union Park
The Oxford Properties Group received approval for the conversion of a planned office into two residential towers of 61 and 71 floors during this proposal about the rail corridor of the Union Station of the Rogers Center. The proposal was designed by Hariri Pontarini Architects with Adamson Associates as an architect of Record and is to deliver 1,793 rental units in the two new plus two already approved residential towers.

111 Peter Street
111 Peter Street Designed by WZMH Architects for Industrial Alliance Insurance and Financial Services Inc. and Capital Developments, near the future Queen-Spadina station in Ontario Line 3, was approved on 52 floors with 852 residential units, including 24 affordable rentals. The design keeps an existing building on site.

522 University Avenue
The Council has approved a 64-story tower, which was designed by WZMH Architects for Industrial Alliance Insurance and Financial Services Inc. The project would add 579 condominium units over a retired and adaptive 15-story brutalist office building.

Living on Richmond
Origin Developments Inc. and Harlo Capital have received approval for a 33-story building, which was designed by Kirkor Architects and planners in the 164 Bathurst Street near the future King-Bathurst Ontario Line Station. Now with 371 units, including 9 affordable rentals, the design keeps a cultural building on its base.

Seaton House renovation
Phase 1 replaces an honorable men's home with a significantly larger, 10-story building developed by B+H Architects, Montgomery Sisam Architects, Hilditch Architect and GBCA architects for the city of Toronto. The proposal comprises 374 beds and units and a community hub as well as a binding of cultural heritage custody.

Pinnacle Lakeside (phase 1)
At the 215 Lake Shore Boulevard East, the development of Pinnacle International in East Bayfront with admission for an enlarged phase 1, which was designed by Hariri Pontarini Architects. The design has three towers of 15 to 54 floors, in which 1,261 eventual units are able.

Midtown

54 Brownlow Avenue
The 54-70 Brownlow Avenue of the Benvenuto Group calls for a 60-story tower, which was designed by Sweeny & Co Architects Inc. and contains 718 residential units within walking distance of the upcoming Mount Pleasant station on the Eglinton Line 5 Crosstown LRT.

1220 Yonge Street
This 35-story tower was developed by BBB Architects for the development of Trinity Point and is intended to deliver 270 units. According to the location near the Summerhill Station, it was enlarged as a MTSA from a previously proposed 22 floors, in which the province promotes greater compression.

Expansion of Toronto Lawn Tennis Club
The Toronto Lawn Tennis Club received the approval for a three-story expansion of its existing clubhouse facilities in Summerhill, designed by Williamson Williamson Inc. Architects.

West end

158 sterling
Marlin Spring's proposal for a 31-story, 105.44 m mixed usage tower on the blocks 5b and C in the 158 Sterling Road is part of the Sterling Masterplan. The development designed by Giannone Petricone Associates wants to deliver 396 residential units.

150 sterling
Block 3b in the Sterling Road 150 Sterling Road was also approved for a 28-story tower with 349 units. The site is only a few minutes' walk from Dundas West U -Bahn and Bloor Go and Up Express Station.

Swansea Mews Revitalization
The Council has supported the conceptual plan for Swansea MewS revitalization through the Toronto Community Housing Corporation and proposed a renovation of three blocks with around 854 residential units.

Ethobicoke

2491 Lake Shore Boulevard West
The Council approved a 9-story, 34.91 m mixed building on the 2491 Lake Shore Boulevard West in Mimico, which was designed by BDP Viereck for Kettlebeck and presented 151 residential units, including 8 affordable rentals.

7 Wardlaw Crescent
This 4-story rental building in Thistletown, which is affordable with 51 units, was designed by Montgomery Sisam Architects for the city of Toronto and is part of the program for the apartment in the city and is said to have a mass wood structure.

North York

Tyndale Green
The subdivision plan for this master planned community was designed and approved by KPMB Architects for Collecdev brand developments and Tyndale University. It requires 1,511 residential units in 12 buildings with up to 24 floors. The design includes market and affordable rental apartments as well as facilities connected to Tyndale University.

150 The Donway West
Diamond Schmitt Architects plans designed for Akelius and require two new rental buildings in 9 and 15 floors, which contain 230 units, with 10 as replacement rental units.

1 Broadland's boulevard
Artlife developments received approval for a three-story development of rent cities, which were designed by GMB Architecture and delivers 21 residential units in the Parkwoods district.

Scarborough

2221 Kennedy Road
VHL Developments Inc. has received approval for a city center development in Agincourt. The design designed by Taes Architect Inc. consists of three 4-story blocks with 68 units.

2655 Lawrence Avenue Ost
The previously approved proposal of the Mehhan Group, which was designed by Scott Shields Architects, returned to the council to receive a technical re-evaluation, and confirmed plans for 412 residential units in 18- and 28-story towers and townhomes in Midland Park.
